This has many factors, like using religion for war and destabilisation. Science for a Weapon of Total Destruction. Humans as slaves.

The use of medical data for war. The use of our memories for Cognitive Wardrone Systems, armed with Bio-Chemical arsenal, and many more. Automized and systemized, worse than in WW2.

 

The only solution that came to my mind is to ask the global religion. But that needs explainations, why I came to this result. All countries would be welcome and can do scientific researches. After they went to this university there they can stay to make this city rise or go back home with an immense neurological knowledge.
